Opening
The Council meeting opened at approximately 8:00 pm (UTC) on November 28, 2023. It was noted that proper notice had been provided to the Council in accordance with the Bylaws. Five of the Council Members were in attendance and the meeting had a quorum. The Council consented to the appointment of certain third-party notetakers and attendees.
Council Meeting Structure
Council members discussed their experiences of being on the Council since the Council moved to monthly meetings in October 2022. It was noted that there have been few governance matters that required action by the Council, as the Forta Network has matured to the point that most activity happening on the Network is occurring at the community level.
Following discussion, the Council agreed that moving to more in-depth, quarterly scheduled meetings would provide a better forum for the Council to carry out their duties under the Bylaws. It was noted that ad-hoc meetings and async proposals continue to be effective to handle other interim matters that arise.
Following the meeting, a proposal to update the schedule for in-person Forta Governance Council meetings to a quarterly basis (January, April, July, October) was passed by the Council following approval of more than half the active Council members in accordance with the Bylaws. As a result of the approval, the December 2023 Council meeting was canceled and the Council scheduled to reconvene in January 2024.
